Well, if you're using a mac then iTunes convert is a safe bet.

1. Set your convert preferences in iTunes to MP3 320kps.
2. Open your WAV file in iTunes.
3. Right click your file (inside the iTunes browser) and hit convert.

iTunes will now convert the file, usually has a small orange spinning icon indicating it's working on it, with a loud "ding!" when it's done.

4. Your MP3 version should be underneath the WAV file in the browser.
5. Right click the MP3 version, hit "Show in Finder".
6. There's your MP3 version, save it wherever you want at this point. (It'll also stay in your iTunes library)

That's how I've been doing it on a mac. I'm sure there's an easy way to do it on a PC too, I just never use one to work on audio.

Hope that helps!
