How do you make this sound?

I noticed that there doesn't seem to be a sound design place on the community so I figured I'd post it here:

So how do you make this bleep sound starting at about 48 seconds: http://youtu.be/Vx5Pk-jNoKY?t=46s
I'm sure it's simple and I swear you're suppose to use a chorus or some kinda of delay effect to get it but I haven't had any luck.
