Just braught home my studio monitors and i hooked it up to my new s4 and I dont know how to adjust my audio levels. Its either my monitors , s4 , or laptop that Im having issues with. Is it problem that music that my music is on my external connected usb to my laptop. I believe im hearing clipping when i play tracks on my s4. Espcially when im doing more than 1 thing and the FX also. I dont know what the problem is.

I really dont believe my monitors or s4 is the issue? Any advice would be ok.

Which settings are you talking about ? I know my Volume on the software is
-10db. Also my latency is about 10 I haven't messed with any settings yet. I just changed my sound card settings to the s4.

sounds more like a latency problem to me.. if you do more things simultaneously and it begins to clip and stutter..

what are your settings at?

The main volume knob on the S4 and the main volume knob in the software are independent of each other. Set the software volume knob around -5 or so to start off with and see if that helps. Don't be afraid to go even lower if you need to.
