Midi output HSB on 2nd F1 non-functional in Traktor 2.5 Bug??

Posted this over on the NI community but no answer. Hoping someone can help here....

I own to F1's
I have set them up in Controller Editor preferences to be F1-1 and F1-2
I understand that HSB messages work on Channels 1,2 & 3 for F1-1
I understand that HSB messages work on channels 4,5 & 6 for F1-2
Both F1's are using the same template in Controller Editor

In Traktor I have two mappings with IN-PORT and OUT-PORT set to F1-1 and F1-2 for the respective mapping.

F1-1 works fine for both midi input messages and LED output in HSB mode.
F1-2 works for input but does not work for LED output for HSB

Why cant I get HSB output on my 2nd F1?

Just to clarify I have tested changing each of my F1 controllers from F1-1 to F1-2 using controller editor preferences.

In each case I can successfully send HSB output midi messages to F1-1 but not F1-2.

In addition there also seems to be problems with F1-2 in Dual and Single modes when set to Midi IN.

In both Single and Dual modes I can set the color but in controller editor but the unit does not respond to Out messages from Traktor.

In Single mode I can set the dimmed color
In Dual mode I can set the On color

Switching over to F1-1 I can successfully send output messages from Traktor in Single and Dual mode.

I have also tried switching the unit name to see if it is my F1, but I can change F1-1 to F1-2 in Controller editor preferences and the same problem exists.
