Reply to modifying a modifier?

is this possible? (ie one modifier changes a series of button's functions, but holding down another modifier while selecting this modifier will cause it to change the same series of buttons, but this time to different functions) if so, what commands need to be set?

i thought i read something about this a long time ago, but just searched nearly every thread concerning modifiers, and couldn't find it
