DIY rotary encoder - midi map Traktor

I've started the development of my own DJ midi controller based on a PIC16. Everything works pretty good for the prototype except for the jog wheel.
I use a rotary encoder that has 20 dents per cycle. I don't want to scratch with this but what I do want is to to wind (right term?) in the track to set my cue point exact.
Compare this with the little jog on a Denon DN-1800 or other dual CD player.

What would the best way to map this ?

I already tried a note on with every dent but that keeps it winding. Sending a note on and 300ms later a note off is better but I still believe there is much better way to do this.

Has enyone experience with this ? DJ consoles mostly use rotary encoders with u much higher resolution but I will do it with what I have.

I can program other CC messages offcourse if nessessary.
