Problem mapping Sample Decks with shift button

Hi, I'm trying to map a Korg Nanopad 2 to have the top 8 buttons be the "Play Primary" buttons for each bank and both c+d sample decks. I then want to have the bottom 8 buttons work as individual hold shift keys (not toggle) for different features like unload, load from list, trigger and so on.

I've been trying to use one modifier in all of its different states, the only way it seems to remotely work is if I make each "Play Primary" a matching modifier set to "0", but even this is glitchy with samples playing the first snip before unloading.

I've tried making this work without the "Play Primary" modifiers, it will load the samples but they won't play. I can not make this work with a toggle shift modifier but not a hold shift.

If anyone has any ideas whats going wrong or strategies to map sample decks with as much editing capabilities with 16 buttons.
