App for setting cue points/timecode

Hey all,
Someone raised the idea of an app for editing cuepoints/metadata/grids of songs for traktor and that library. As a developer by trade, this got me believeing about how it could be implemented. I'm pretty sure all of the data is kept in an XML file that would be pretty simple to parse and edit. However, does anyone know of an application that already does this?

Also, does NI or Serato publish their XML schema and any documentation on how they store the metadata they tag tracks with? I'm under the impression that they actually put that info in the mp3 itself, since it seems to move with the track. But....

I'd be curious to hear what people believe of the idea, or how to implement it.
