Reply to M-Audio 02 Note Mode Off?

I just got an M-Audio O2 keyboard and I can't seem to get the keys to just send a simple 127 on - 0 off message. I tried the different methods in the manual(Some have commented that this manual isn't the best) but they don't seem to be working. Thanks for any help you could provide.
