Mapping A Loop Encoder

Alright so what i would like to do is Map an Encoder to First, set the size of the loop by rotating the encoder. Second, Activate a Loop the size that the encoder is currently set at by Pressing the Encoder In. And Third, Exit out of the Loop by pushing the Encoder again for a second time.

I'm currently almost able to do this but it seems every time it wants to default to a size of 1 Bar and it wont work for toggle mode, just hold, so end up having to hold the loop button in for as long as i want the loop to happen, which is not what i want...
Could someone offer some assistance?
