Reply to Latency, Slow Ram, External Hard-Drive

So I keep getting Audio Dropouts with my S4 and I've tried all the different combinations to reduce the amount of latency and still have audio dropouts.
I have a okay PC and all its just I have really slow RAM speed.
Can I buy and external hard drive to make this happen.
I'm trying to avoid spending another 1000 dollars on a computer.
Please give me your two cents.
