Reply to vci 400 tempo fader problem

hey guys just got my 400 from tech tools on sat... and when am loading up a song say its 128bpm as soon as i move the pitch fader its going crazy and jumping down to say 117bpm ..is this normal... ?

and why isit i can never get the bpm identical to the song thats playing out?
