Reply to S4 Scratch upgrade

Hi guys i just wanted to know if this is right or someone is trying to scam me.

Somebody selling there s4 scratch upgrade has stated that "I never had to register it as it upgrades your current software there is not activation keys for it"

when i asked about de registering it with native instruments.

Is this right? Would it be ok to buy it off him?
