VCI 300 MK2 Jog Wheel Tension Problem

Hi guys,
I've been having a problem with one of the jog wheels on my MK2, even with the tension wound all the way to the max there is still very little resistance.
I've watched some maintenance vids on youtube which explain how to clean and reassemble but having taken the cover off, it looks like the pad is dislodged and worn (the one that moves onto the brass wheel when the tension control is adjusted). I've not seen anyone maintaining this on the videos that I've seen. I'm sure that by changing the pad it should return it to perfect working order.

Is this pad replaceable and has anyone done this successfully.
